Arizona Soul Food Fans Keep Four Family Kitchens Busy With Oxtails, Greens, And Peach Cobbler

Some meals are worth planning your whole weekend around, and a plate of tender oxtails with a side of greens is one of them. Across Arizona, a handful of family-run kitchens have built loyal followings by cooking soul food the slow, careful way.

From a Phoenix cafe that has been serving since the 1960s to a Tucson spot that blends Southern and Caribbean cooking, these four places keep regulars coming back for more. If you love collards, candied yams, cornbread, and a warm scoop of peach cobbler, this list is for you.

1. Mrs. White’s Golden Rule Cafe, Phoenix, AZ

Few Phoenix restaurants can say they have been feeding the city since the 1960s. Mrs. White’s Golden Rule Cafe can, and the modest, family-owned spot on East Jefferson Street still serves homestyle Southern cooking seven days a week.

Oxtails are a big draw here, and they come out tender, well seasoned, and not fatty. Many folks pair them with gravy and rice, plus a side of sweet potatoes.

The menu goes well beyond one star dish. Expect fried and smothered chicken, pork chops, catfish, black-eyed peas, red beans, cabbage, mixed greens, potato salad, mac and cheese, candied yams, and cornbread.

Save room for the peach cobbler, which is one of the desserts people talk about most. Portions run generous, so a to-go box is a smart plan.

Hours are 10:30 AM to 7 PM daily, and the cafe does not take reservations. Sunday is the busiest stretch, while weekday mornings tend to be calmer.

Expect to spend about $20 to $30 per person.

2. Stacy’s off Da Hook Soulfood & BBQ, Phoenix, AZ

Oxtails that fall off the bone, served over rice with jalapeño cornbread on the side. That combo alone explains why Stacy’s off Da Hook keeps a steady line on West Glendale Avenue.

The kitchen leans into Deep South flavors, with BBQ, fried chicken, fried fish, and meats sold by the pound. Smothered pork chops, catfish, and rib tip dinners round out the plates.

Sides are where this place shows off a little. Fried okra, collard greens, yams, and potato salad all make appearances, and dessert brings peach cobbler and banana pudding.

One tip I would pass along: oxtails can sell out, so going earlier in the day helps. The busiest times tend to be Sunday afternoons and weekday evenings later in the week.

This is a takeout and delivery operation without dine-in seating. It is open Tuesday through Friday from 9 AM to 9 PM, Saturday until 8 PM, and Sunday until 6 PM, and it is closed Mondays.

3. Janet & Ray’s, Tucson, AZ

Tucson soul food fans get a Caribbean twist at Janet & Ray’s. The east side restaurant mixes Southern classics with island favorites, and its signature dishes are catfish and jerk chicken.

Oxtails here often come with rice and beans, cabbage, and plantains. It is a plate you will not find at most soul food counters in the state.

If you prefer the Southern side of the menu, there is plenty to choose from. Black-eyed peas, yams, collard greens, and mac and cheese sit alongside that crispy catfish, and peach cobbler closes things out.

The space is casual and welcoming, with upbeat music playing. Parking is free and usually easy to find.

Timing matters with this one. Janet & Ray’s opens only Friday and Saturday from noon to 8 PM and Sunday from noon to 6 PM, so I would plan a weekend lunch around it.

4. Chow down Arizona, Tempe, AZ

Any cook who goes by the King of Oxtails is setting a high bar. Chef Mo, also known as Mr. Chow Down Arizona, runs this Southern comfort food stop inside Tempe Eats on East Southern Avenue.

Tender oxtails lead the menu, joined by crispy fried catfish and golden chicken wings. A popular move is pairing oxtails with mac and cheese, collards, and cornbread.

The collard greens get a lot of love, and so do the candied sweet potatoes. For dessert, choose between banana pudding and peach cobbler.

To drink, there is OG sweet tea or lemonade. Portions are hearty, so come hungry.

Getting your food is flexible, with dine-in, takeout, curbside pickup, delivery, and even drive-through listed as options. That makes it an easy pick for a quick weeknight dinner in the East Valley.
